6th World Forum on Music in Paris – France

6th Forum Ian Smith
5 Music RightsPicture above: Ian Smith (UK), EMC President (European Music Council).

After Los Angeles, Beijing, Tunis, Tallinn and Brisbane, the Forum took place in Paris, France to celebrate the 70th anniversary of the International Music Council, which was founded in 1949 at the request of UNESCO as the advisory body on musical matters.

The IMC World Forum on Music is conceived as an influential global platform for sharing knowledge about music and society in the 21st Century, a platform that explores a variety of topics from different perspectives: cultural, political and economic. The topics go beyond the aesthetic aspects of music production and address the mechanisms that promote or inhibit the active participation of people in cultural experiences.

This year's Forum was once again an important opportunity for IMC members to meet and engage with colleagues from other areas to broaden their horizons and find inspiration for new projects, even partners for their implementation.

In addition to members of IMC global network, the Forum was also open to a broad audience of all those who work in music and those who are able to make decisions for better conditions in which music is celebrated - created, interpreted, disseminated, transmitted and learned, preserved, exchanged etc., all over the world.

This year’s World Forum on Music was dedicated to the Five Music Rights.

First Right – Freedom of Expression
Second Right – Music Education for all
Third Right – Musical Involvement for all
Fourth Right – Artistry development and communication through all media with proper facilities
Fifth Right – Just recognition and fair remuneration

Special Events were held as follows:

70 years of IMC history in pictures
In cooperation with the Center of Cultural History of Contemporary Societies of the University of Versailles and the History Committee of the French Ministry of Culture, an exhibition of photos, videos and documents enriched the Forum programme.

Celebration of October 1st, International Music Day / 70th IMC anniversary
A special concert celebrated both the 70th anniversary of the IMC and the International Music Day, initiated in 1975 by then IMC President Yehudi Menuhin.

Musical Diversity in the evening
Partnerships with music venues in Paris allowed the forum audience access to a selection of concerts labelled “WFM”, offering participants a glance of the wealth and bandwidth of the music on offer in Paris.

Video: Henry Doktorski presents "The Life and Music of the Brothers Deiro"
Henry DoktorskiVideo: Henry Doktorski's lecture and recital from the 2019 World Accordion Day event entitled "The Life and Music of the Brothers Deiro".

His presentation consisted of original compositions by the two pioneer piano-accordionists of the early 20th-century: Guido Deiro (1886-1950) and Pietro Deiro (1888-1954).

Henry also spoke about the fascinating lives of the two brothers: their youth in Italy, their immigration to the United States, their meteoric rise to fame as Vaudeville celebrity stars, their wives (including Guido’s turbulent marriage to Mae West), the end of Vaudeville, the discord between the brothers Deiro, their reconciliation, Guido’s descent into poverty and obscurity and Pietro’s rise to wealth and fame as a music publisher.

Henry Doktorski performed:
• Guido Deiro: My Florence Waltz
• Pietro Deiro: Quicksilver Novelty
• Guido Deiro: Lido Tango
• S. Falco (later attributed to Pietro Deiro): Beautiful Days (Giorni Belli) Waltz
• Guido Deiro: Sharpshooter’s March

"Papa Joe" De Clemente Brings Accordions to the Philippines

“Papa Joe” De Clemente, who lives in Queens, New York, USA, was brought up in an Italian family environment and started playing the accordion at the age of nine years old.

He volunteers once a week early in the morning to assist at an elementary school music program in Bayside, Queens which may be one of the only elementary schools in the five boroughs of New York City that has a student accordion band.

Papa Joe’s friend, Pastor Jack Wilson has a popular music ministry to the children in the Philippines, which includes violins, piano, guitars and flutes, however no one there plays the accordion. So he decided to try to get some accordions and some music books to donate to their church.

During the next few months he was able to acquire and fix a few accordions which were suitable for the younger and older children.

He arrived in the Philippines on July 26th, where he gave the instruments to the church, which is now using the accordion to accompany their services!

Since that time, several children have started to learn how to play the accordion and have played at their Sunday morning worship service.

Papa Joe is an inspiration and example to all of us on how to share our love of the accordion and music, with the world.
